The OECDTF has focused its resources to address the opioid and methamphetamine crisis through the National Heroin Initiative (NHI) and National Methamphetamine Initiative (NJI) programs. The OECDTF provides funding to member organizations, including the DEA, that enables law enforcement agencies to develop street-level cases as part of investigations targeting drug traffickers operating at a much higher level and worthy of an OECDTF designation. At the beginning of the units, operators worked on the unit for two weeks, followed by two weeks of regular policing, but as the need grew, they replaced it with full-time service to meet the demand and need for additional training. Most members have already done their military service and recently a direct application of the army to the unit is possible. Within the OECDTF program structure, there are nineteen OECDTF response troops.
